Personally, I would like to see the T2 lottery remain, except with unlimited amounts of BPOs to issue. What I mean by this is that 1 of every BPO would be issued through the lottery every 1 to 2 weeks depending upon the BPO type. This would introduce larger number of BPOs into circulation and slowly reduce the purchase cost of items. It would not flood the market like T1 BPOs, but would give many players the chance to get a BPO and improve the T2 market. At the same time T2+ or T3 would be introduced and this would be purely driven by invention. You would only be able to produce the next gen BPCs through invention, based on T2 BPCs.
Anyway, just my brief rambling thoughtsą It's late and time I left work...

Perfect Idea, I see no problems with screwing with the current system, and it opens a GREAT way to use invention in the future. Basicly making invention the only way for T2 means that everyone cashes out their RPs as soon as they get them and sells them for the current 10-30m/datacore price. All R&D agents become to most people is an easy/afk way to make money, get 6 agents, barely play the character, sell the datacores. Lets face it, 90% of people DONT have the skills needed to actually PRODUCE T2 items. They get into the lottery for the chance to get the 'one time lucky' they need to allow them to play as a higher class in eve.
No--we do >NOT< trust CCP anymore. Not after all of the BoB favoritism. Make the lottery PUBLIC. Everytime a BPO is released say whom got it, the RPs they paid for it, the corporation/alliance they are in (to avoid more BOB favoritism) Yes this might screw with privacy of the person that won it for the first month. But it would keep it fair.
T3 Invention First off, for this to work, T2 copy times need to be SIGNIFICANTLY reduced. Second-invention needs to be an issue of if you get good runs/effeciency. Not "if it works" make it 100% with the variance being in how many, and how much to build. Third--I dont think we need T3 ships yet, but T3 mods would definately be interesting. Not just a 'bigger' T2. IE shield hardeneers that give 65% resists instead of 55%. But perhaps merge mods with other related skills? Shield hardener that needs lvl 5 Tactical shield manipulation, Lvl 4 shield upgrades (notice how it requires a higher lvl of first skill, and a respectable level of a completely NEW skill?) with say a 55% resist, but a 10% passive shield regen as well? or 5% more shield capacity? or 5% larger shield boost? Kind of like a T2 mod with a T 1/2 (less than a T1) mod built in?
Anyway--keep the BPO system, make it PROVE that it works/isn't favored. Keep it circulating BPOs on a regular interval (Small BPOs for that field released weekly. Medium ones released Monthly. Large ones released Quarterly--just as an example, times should be looked into) Make invention 100% and the sole way to get T3 items. Make T3 Items VERY Elite, instead of just 'the next step' as most T2 versions are. No T3 ships until later (T2 ships still aren't wide enough used/cheap enough to introduce those and keep the economy from reeling) I DONT have a T2 BPO. So i'm not Biased towards them!
